What the CRS Is

CRS is Singapore’s unified contractor capability registry, administered by BCA under the Building Control Act. Every registered firm has been assessed by the government on financial strength, technical capability, manpower, and safety systems.

The system serves two functions. First, it is the mandatory gateway for hiring foreign construction workers (S Pass and Work Permit holders). Second, it is the prerequisite for tendering on public-sector construction projects and first-level subcontract work.

CRS is not the same as the Builders Licensing Scheme (BLS). BLS authorises firms to carry out building works requiring plan approval by the Commissioner of Building Control. Both sit under the Building Control Act, and a contractor may need both for certain projects, a firm can hold CRS registration without a BLS licence, and vice versa. What CRS Registration Requires

CRS is structured around approximately 50 workheads across five registration groups (CW, CR, ME, TR, RW). Each workhead has Specific Registration Requirements (SRR) covering the four areas below. Confirm exact thresholds for your workhead directly with BCA.

• Financial capability, Grade-specific thresholds for paid-up capital, net worth, and liquidity are detailed in each workhead’s SRR. Firms at the lowest grades (C3, L1, Single Grade) must submit management accounts signed by a director, not more than 12 months old. All other grades require audited accounts within the same 12-month window. Higher-grade firms (CW A1–B2, CR/ME L6) must also submit updated audited accounts annually via the BCA portal.
• Technical personnel, Each workhead’s SRR specifies the number, qualifications, and experience required. You must provide NRIC or valid work pass details for key personnel, CPF contribution records for local staff, and SGWorkpass profile screenshots (showing current employer and pass expiry date) for foreign personnel. • Project track record, Ongoing projects require a Letter of Award and a Section D2 form. Completed projects require the Letter of Award, a client-endorsed Section D1 form, a Certificate of Large Completion, and a Final Statement of Account. SRR documents specify minimum contract values and recency windows, confirm the applicable window for your workhead and grade directly with BCA.

Who It Applies To

CRS registration is mandatory if your firm:

• Hires construction S Pass or Work Permit holders, mandatory since 1 June 2025, regardless of project type or size
• Tenders for public-sector construction projects
• Works as a first-level subcontractor on a public-sector construction project

For public agencies, CRS is non-negotiable. BCA publishes CRS tendering limits that tie each registered grade to a maximum contract value, bids from under-graded or lapsed-registration contractors are rejected at pre-qualification, without evaluation.

For private clients, CRS is not legally mandated but functions as a credible risk signal. A registered contractor has been vetted for financial health, qualified personnel, and a documented project record. Hiring one protects you from risks including fines, voided insurance, and poor workmanship. Large private developers and institutional owners commonly specify a minimum CRS grade in their tender documents as a pre-qualification criterion.

Firms typically outside CRS scope:

• Design consultants and professional service providers with no construction labour
• Pure material suppliers with no installation works
• Sole proprietors performing minor maintenance without foreign workers and without public-sector contracts

• Company information (address, contact details), via eBACS
• Annual audited accounts (higher-grade firms), via the BCA annual accounts submission portal
