Green Mark certification is not a one-time hurdle. For any building owner or facility manager in Singapore, it is a recurring compliance obligation, and the rules have tightened significantly since 2022.

What the Standard Is

The Singapore Green Building Masterplan (SGBMP) is a national policy framework, not a certification. Launched in March 2021 by BCA and SGBC, following consultation with more than 5,000 stakeholders in 2020, it sets sustainability targets for Singapore’s entire built environment as part of the Singapore Green Plan 2030.

Buildings do not “hold” the masterplan. They comply with it through BCA Green Mark certification, mandatory minimum energy performance standards, or both. The masterplan coordinates those mechanisms; Green Mark is the rating tool that delivers them.

Two sibling-scheme traps are worth naming explicitly:

  • LEED (U.S. Green Building Council) is voluntary in Singapore and does not satisfy mandatory Green Mark requirements.
  • BREEAM (UK-origin) is likewise voluntary, it is not a substitute for Green Mark under the Building Control Act.

Some building owners assume that holding LEED Platinum or BREEAM Outstanding clears their Singapore obligations. It does not. Mandatory Green Mark certification applies to all new building works of 2,000 m² GFA or more, regardless of any international rating held.

What the Standard Requires

The SGBMP establishes three headline targets, “80-80-80 by 2030”, underpinned by mandatory minimum standards. Verify current thresholds and obligations directly on the BCA sustainability pages.

  • Green a defined share of buildings by GFA by 2030, any building meeting minimum energy performance standards or holding a Green Mark certificate counts toward this target. BCA has raised mandatory thresholds so new buildings must achieve a materially higher energy efficiency improvement, and major retrofits a lower but still notable improvement, compared to 2005 levels, confirm the current figures directly with BCA.
  • A defined share of new developments (by GFA) to meet Super Low Energy (SLE) standards from 2030, SLE requires a large energy efficiency improvement over 2005 building codes, verified via the BCA Green Mark Energy Modelling guideline with onsite renewables maximised. Public-sector buildings and projects on Government Land Sales (GLS) sites are already mandated to SLE or equivalent. SLE is a separate, higher tier, confirm the current threshold directly with BCA, and note that a Platinum certificate does not automatically satisfy it.
  • Best-in-class energy efficiency improvement by 2030, driven through the Green Buildings Innovation Cluster (GBIC) programme. Confirm current programme benchmarks directly with BCA.
  • Mandatory Green Mark certification, all new building works with a GFA of 2,000 m² or more must achieve Green Mark certification under the Building Control (Environmental Sustainability) Regulations 2008.
  • Mandatory Energy Improvement (MEI) regime, implemented in late 2025, this requires owners of energy-intensive buildings (bottom 25th percentile by energy performance) to appoint a qualified energy auditor, conduct an energy assessment, and implement required improvements.   • Whole-life carbon (GoldPLUS and Platinum tiers), embodied carbon assessment covering materials, construction, and transport; verified via Type III EPDs aligned to ISO 14025 and EN 15804.
  • Building energy benchmarking and disclosure, annual energy data submission to BCA; public benchmarking reports by building type published from October 2021; bottom-quartile buildings face MEI audits and mandatory improvement requirements.

Who It Applies To

The SGBMP applies to all building types in Singapore, commercial, industrial, residential, institutional, and healthcare. There is no sector carve-out.

Mandatory triggers:

  • New building works of 2,000 m² GFA or more must achieve Green Mark certification under the Building Control (Environmental Sustainability) Regulations 2008.
  • Existing buildings undergoing major retrofitting must meet mandatory minimum energy performance standards and pursue recertification if previously certified. Confirm what constitutes “major retrofitting” directly with BCA, as the threshold carries regulatory consequences.
  • Under the GreenGov.SG initiative, all new and substantially retrofitted public-sector buildings must achieve Green Mark Platinum SLE or equivalent.

Boundary case: Buildings below 2,000 m² GFA are exempt from mandatory Green Mark certification but remain subject to minimum energy performance standards if air-conditioned. Verify the current position directly with BCA.

How to Verify a Provider, and Common Audit Failures

Verification steps:

  • Search the BCA Green Mark Directory by building address and project name. The directory shows the certification tier (Certified, Gold, GoldPLUS, Platinum, Super Low Energy, Zero Energy) and issue date.
  • Check the issue date on the directory listing, then verify the expiry date on the certificate itself. For certificates issued after 1 April 2025, validity is three years from the issuance date, after which recertification is required. Certificates issued before that date may carry different validity periods, confirm the expiry date on the certificate itself.
  • For any SLE claim, confirm the certificate tier explicitly states “Super Low Energy” or “SLE.” Older Platinum certifications do not meet the SLE standard.

Common audit failures:

  • Incomplete documentation, maintenance completed but not recorded, leaving owners exposed during audits.
  • Energy performance degradation, buildings certified at handover but failing to maintain operational performance through poor building management or deferred maintenance risk failing recertification; ongoing energy monitoring data is required.

  • MEI non-compliance, bottom-quartile buildings failing to appoint a qualified auditor or implement required improvements face regulatory consequences; confirm current enforcement provisions directly with BCA.
  • Inadequate whole-life carbon data, buildings recertifying under GM:2021 that lack product-level EPDs cannot demonstrate embodied carbon performance at GoldPLUS or Platinum tier.

For healthcare facilities specifically, compliance-first interior design planning should factor in both Green Mark recertification timelines and MOH renovation requirements from the outset, not as separate tracks.
